“F. Gasparini” Engineering Area Library

SERVICE QUALITY CHARTER

In carrying out its institutional activity, the Engineering Area Library "F. Gasparini" is inspired by the "fundamental principles" outlined in the Prime Minister's Directive on 27 January 1994:

- Equality and Impartiality
The services are provided to users of the Library (Article 6 of the Rules of Procedure) on the principle of equality, guaranteeing equal treatment to everyone, without distinction of nationality, sex, language, religion, political opinion.
The tools and activities of information, communication, documentation, scientific assistance for research, education and teaching are based on the criteria of objectivity, fairness and impartiality

- Continuity
The library guarantees continuity and regularity in the provision of services. In the event of difficulties and impediments, it undertakes to notify users in advance and to take all necessary measures to minimize the inconvenience.

- Participation
The Library provides information on the activities carried out and, when making management decisions, takes into account the needs and suggestions made by users, both individually or in groups.

- Efficiency and effectiveness
The director and the staff of the library pursue the objective of continuously improving the efficiency and effectiveness of the service, adopting the most functional technological, organizational and procedural solutions.

 

LOCATIONS

The Engineering Area Library "F. Gasparini" has two offices:

 

ACCESS

Opening times:

  • Piazzale Tecchio: from Monday to Friday 8.30 am-6.45 pm (Library services end at 6,30 pm).

  • Via Nuova Agnano: Monday, Wednesday, Friday 8.15 am-2.30 pm; Tuesday and Thursday 8.15am-4.30 pm

Any extraordinary or partial closures will be communicated in advance by means of notices posted locally and on the Library website

FRUITION

Size – Accomodation Capacity:

  • Piazzale Tecchio: The Library has a reading room on 2 levels and a book the vault. The surface used for reading is 588 square meters (343 sqm hall + 245 sqm hall) and 228 seats are available; 2 computer stations for University Opac catalogue search; 2 computer stations for access to electronic resources and consulting databasesi
  • Via Nuova Agnano: The Library has a reading room and a book the vault. 88 seats are available in the Library; 2 computer stations for University Opac catalogue search

 

 Access to available material:

  1. All resources that make up the published bibliographic and documentary heritage, regardless of their format, are accessible for consultation, except for the provisions in current legislation on copyright and privacy protection. The consultation of some documents may be regulated by specific contracts and therefore limited to internal users.

  2. The books kept in the cupboards (whose location is preceded by "AR"), periodicals located in the the vaults (before the last decade) or in press (located in the Office) can be accessed from 9.00 am to 1.00 pm.

  3. Materials that cannot be loaned, except under director's instructions:
    • material not yet in inventory or catalogued;
    • reference works and frequent use volumes: encyclopaedias, dictionaries, codes, directories, bibliographies;
    • printed, antique, rare, of historical and artistic value, and autographed manuscript material;
    • theses;
    • microfilm, microfiches;
    • works received on interlibrary loan;
    • material for which the donor or testator has expressly prohibited loans;
    • material on loose sheets;
    • periodicals;
    • books in a precarious state of preservation;
    • material for internal use for library services;
    • documents on electronic media:
    • all material that, although not included in the previous categories, is not for loan in the University catalogue.

4. In P.le Tecchio: the request and the return of material must be carried out by 6.30 pm

5. In Via Nuova Agnano: the request and the return of material must take place before 4.30 pm (Tuesday and Thursday) and before 2.15 pm (Monday, Wednesday, Friday)

6. No more than n. 2 volumes may be borrowed.

 

Effectiveness of mediation:

Assistance of qualified research and Reference staff

The staff is available to users to:
  • facilitate the consultation of paper and online catalogues

  • to advise upon research and information tools

  • assist in bibliographic research and in the location of information resources

Consultation
PossInternal area users, internal users from other areas and external users can access the materials for consultation purposes

 

Loans

  1. All internal users of the area and internal users of other areas are eligible for loans.
  2. Loans are made exclusively through the automated procedures adopted by the SBA.
  3. Loans are personal and non-transferable; users can be asked to show a certificate of registration, an identity card or an equivalent document.
  4. Students must be up to date with the payment of fees.
  5. The beneficiary is responsible for the integrity of the received work and its return within the deadline.
  6. Upon return of borrowed material, the user can request a receipt confirming the return.
  7. The user is required to promptly communicate changes in address, telephone and e-mail.
  8. No more than two volumes can be loaned.
  9. The duration of a loan is set at 15 days, after which the material must be returned; if there are no requests from other users, the loan can be renewed, before the deadline, for a further 15 days. At the time of the renewal request, the user must show the book.
  10. The Library Director, for the needs of the library itself, reserves the right to request the return of borrowed material at any time.
  11. It is also possible for the users entitled to the loan (internal users of the area and internal users of other areas) to take advantage of the loan of textbooks, of which there are at least two copies in the Library (a copy must always remain in the Library's availability), for weekend loans (from Friday to Monday).

 

Supply of copies of documents (Document Delivery)

  1. Internal area users are allowed to use the document copy delivery service.
  2. Users may request copies of articles from periodicals not owned by the Library or other University Libraries from libraries whose headquarters are outside the province of Naples.
  3. For each user the maximum limit of requests for articles is set at 5 per month.
  4. If a library in possession of the requested document and available for free provision under reciprocity has been identified, the Library will forward the request within 2 working days.
  5. Libraries whose headquarters are outside the province of Naples can request their users’ documents held by the Library.
  6. The Library performs the service exclusively with other Libraries / Institutions / Institutions that commit themselves to a free reciprocal regimen.
  7. For each Library / Institution / Institution requesting supply of copies of documents, the maximum limit of requests for articles is set at 3 per month.
  8. The Library will process the request for a copy within 2 working days.
  9. The request must be made by email sent to the address: bib.ingegneria@unina.it.
  10. If documents are sent by post, reimbursement of postage in stamps will be required.
  11. The service is suspended from 15 July to 31 August.

 

Interlibrary loan (The service is temporarily suspended)

  1. Internal area users who do not have a reference departmental library are allowed to use the interlibrary loan service.
  2. Users can request through the interlibrary loan service documents not held by the Library or the other University Libraries to libraries whose headquarters are outside the province of Naples.
  3. For each user, the maximum limit for interlibrary loan requests is set in one per month.
  4. The interlibrary loan is free but the costs are borne by the users. The user who intends to make use of the service, together with the request, will pay the cost of the expenses that the Library incurs.
  5. If a library in possession of the document requested and available for interlibrary loan is identified, the Library will forward the loan request within 4 working days.
  6. The interlibrary loan request must be made in the library between 9.00 and 13.00.
  7. The documents received in interlibrary loan can be consulted exclusively at the Library.
  8. The service is suspended from 1 July to 31 August.

Interlibrary loan to libraries (The service is temporarily suspended)

  1. Libraries headquartered outside the province of Naples can request documents held by the Library for their users.
  2. The material loaned is the same allowed for local loans.
  3. The Library will process the loan request within 5 working days.
  4. The service is subject to the reimbursement of expenses that the Library bears, to be paid in small-sized stamps.
  5. The service is suspended from 1 July to 31 August.

 

Reproductions

  1. Photocopies and reproductions made by other technical means of articles or parts of books are permitted, for personal use, in compliance with current legislation on copyright (Law 633/1941 and subsequent amendments and additions).
  2. Historical documents, materials published prior to 1900 and valuable materials, or in precarious conditions of conservation or otherwise susceptible to damage, are excluded from photocopying. These materials can only be reproduced photographically.
  3. For photographic and filmographic reproductions, or those carried out via other technical means, of cultural assets owned by libraries it is necessary to send an authorization request to the Director of the Library. The same rules apply to filming and reproducing the rooms that house libraries.
  4. Reproduction costs are charged to the user.

 

Purchase proposals

  1. Users may propose the purchase of bibliographic material through the "Register of Desired materials" available at the Loan and Consultation Office or by sending a request, complete with all data relating to the applicant and to the texts whose purchase is suggested, to the mail of the library bib.ingegneria@unina.it.
  2. Suggestions will be accepted subject to availability in the financial statements and according to the development criteria of the collections established by the Director.

 

Internet access

  • The Library has WI-FI access and allows users to connect to the Internet with their personal laptops in strict compliance with art. 16 of the Library Rules

 

Donations

Proposals for donating bibliographic material must be presented, together with the list of texts to be donated, to the Director of the Library.
Acceptance is bound to the availability in the library space and resources suitable for the management and preservation of documents, the state of conservation, and the scientific consistency of the material offered with the library collections.
We do not accept:

  • incomplete material

  • duplicates of titles already held by the library and, in general, by the University

  • titles published more than 10 years ago, except for texts of particular or significant cultural value

The material accepted in donation to all intents and purposes becomes part of the University's heritage and over time can be subjected to the various management operations (restoration, dislocation, disposal), without any restriction for the Library on the part of the donor.
The donated material must be delivered by the donor to the Library premises.

 

PROTECTION AND PARTICIPATIION
COMPLAINTS, PROPOSALS, SUGGESTIONS
If users fail to comply with the commitments contained in the Service Quality Charter they can make specific complaints to be forwarded to the Director of the Library. The complaint must contain general information, address and availability, can be presented verbally, in writing or sent by fax or e-mail (oral or telephone complaints must be confirmed in writing).

Anonymous complaints will not be considered.
The Engineering Area Library periodically monitors complaints, committing to respond within 15 working days.
Users can also make proposals and suggestions aimed at improving the organization and provision of services that will be the subject of careful analysis.

COMMUNICATION
The Charter of the quality of services is published on the website of the Library http://www.bibliotecaingegneria.unina.it/cartaservizi.html and is available at the Delivery Desk.

REVIEW AND UPDATE
The Charter is subject to minimum periodic updates every 2 years or whenever changes in the provision of services occur.

This Charter is drafted in compliance with the Library Rules to which reference must be made for each integration or for what is not specified.
